About the PCI Institute
On February 27, 2019, Decree No. 46 of the Government of the State of Mato Grosso established in its Article 1 that the strategy "Produce, Conserve, Include," conducted within the scope of the state's public administration by the Chief of Staff, will be implemented in collaboration with a private nonprofit association named Instituto PCI (CNPJ 51.024.695/0001-82).
The Instituto PCI is responsible for
Facilitate, coordinate, and articulate actions among the various stakeholders from economic, institutional, and/or academic sectors, connected directly or indirectly to the purposes of the PCI Strategy.
Promote, recommend, and implement public policies, actions, programs, and measures that contribute to the objectives of the PCI Strategy.
Identify opportunities to secure financial resources from donors and public or private investors, both national and international.
Manage and monitor programs, projects, and their resources within the scope of the PCI Strategy, either independently or in collaboration with other public or private institutions.
Develop standards, indicators, and management procedures for sustainable generation and production of environmental assets, certification through platforms, databases, or physical and electronic records, aiming at transparency, traceability, and compliance.
The implementation format of PCI as a private entity offers the following advantages to different stakeholders.
  • To donors and grantees, it provides transparency, reliability, resource optimization, effectiveness, scalability, new funding possibilities, as well as efficiency minimization of operational costs.
  • To the government, it enables the use of a tool without the traditional limitations of budgetary rules or personnel hiring, with more responsive resource execution and flexibility in action. It also ensures compliance and robustness in resource allocation.
  • To beneficiaries, it allows the consolidation of a long-term (sustainable) policy through a governance instrument that promotes public participation independently of political cycles, ensuring the continuity of the Strategy.
The PCI Objectives

The PCI Institute aims to

Starting in 2019, the PCI strategy will be implemented in partnership with the PCI Institute
I - Provide strategic resources for the expansion and sustainable efficiency improvement of agricultural and forestry production, as well as for the conservation of native vegetation remnants.
II - Assist in the restoration of environmental liabilities.
III - Contribute to the socioeconomic inclusion of family farming and traditional populations.
IV - Support the implementation of programs, projects, and other public and private initiatives by providing human, technical, material, research and development, and financial resources for their execution, whether from its own sources or not.
V - Promote and participate in partnerships with the government, civil society, and private sector in the development of its activities.
VI - Contribute, within the framework of sustainable development and fair trade, to the development of public and private initiatives that promote social development, generate employment and income, and ensure fair and equitable sharing of benefits for the sectors of agriculture, livestock, forests, family farming, and local or traditional populations.
VII - Foster innovative programs and projects, test participatory and multidisciplinary models and methodologies.
VIII - Promote networks of opportunities among its members, as well as keep them informed about trends related to the sectors of agriculture, livestock, forests, family farming, and local or traditional populations.
IX - Generate and disseminate information, conduct studies and diagnostics, monitor, supervise, and make recommendations on priority actions, strategies, and public policies within its field of operation, including considering the perspectives of its partners and interest groups associated with its mission.
X - Implement or support national and international programs, projects, or actions related to climate change, mitigation and adaptation, promotion of research activities and studies, technological innovation, technical exchange, as well as human resources training, including providing scholarships and research grants.
XI - Organize committees, commissions, and study groups, promote events, seminars, and lectures, participate in and contribute to events and studies related to improving legislation on agricultural, livestock, forestry production, and environmental conservation. The aim is to promote sustainable economic development, harmonize production and conservation, and utilize innovative production and conservation technologies.
The PCI Founders
Founders

The Produce, Conserve, Include Institute, also known by its acronym PCI, founded on March 15, 2019, is a private, not for profit association.
During the second half of 2018, institutions from each category represented in the State Committee of the PCI Strategy were invited to participate in the foundation of this Association. The following institutions applied to establish the Institute and became its founding members, as presented here.

Board of Directors
The Board of Directors is the collegiate body responsible for the highest deliberation and direct administration of PCI, and it decides on the association's core activities. The current members of this board are:
Fiscal Council
The Fiscal Council of the PCI Institute will have the functions of verifying its financial situation and accountability, and ensuring that the administrative and accounting systems, controls and updates of financial information, as well as the proposed limits for the approval of carrying out expenses and investments are adequate, as well as ensuring that the external audit is contracted and conducted efficiently.
Consulting board

The General Advisory Council is an advisory unit that must serve as an instrument of technical and strategic advice for the Board of Directors, without, however, having any social responsibility in relation to the association.
The members of the General Advisory Council will be nominated by the members and chosen by the board of Directors, among people with interest and knowledge in the PCI's areas of activity, with specific skills and capable of contributing to the PCI operating properly, and who represent public and private, national and international bodies, powers or entities that have activities related to the purposes of the PCI.
With the creation of the PCI Institute, CEEPCI members were invited to be part of the PCI Institute's Advisory Board.

Donor Council
The Donors Council will be composed of PCI funders and donors. Potential donors or financiers may be part of the Council, as non-voting observers, with the aim of monitoring and supporting fundraising, in addition to analyzing investment strategies.
Monitoring Committee

The Monitoring Committee must monitor progress towards the vision established by the PCI goals for Mato Grosso in 2030, supporting the improvement or redirection of actions and ensuring the credibility and transparency of the strategy.

Investment Committee

The Investment Committee is the body responsible for analyzing the financial viability of PCI programs, projects and activities in light of the financial resources raised, their application rules and the guidelines published and defined by the PCI board of directors.

PCI Team

Richard Smith

Executive Director of the PCI Institute

Richard has a degree in sanitary and environmental engineering with a master's degree in environmental engineering and solid experience in project management with the themes of agronomy, sustainable agricultural production, climate change, international relations, forest restoration, family farming, indigenous agendas, among other topics.

He has more than 15 years of experience in fundraising and project and team management as a senior analyst, international consultant (Environmental Defense Fund), regional coordinator in Mato Grosso (IPAM) and Executive Director (Instituto PCI). Proven experience in action planning, implementation of financial mechanisms for forest protection (CONSERV/IPAM), management and accountability to international donors (NORAD, Consumer Goods Forum, Soft Commodities Forum, Land Innovation Fund, among others).

Responsible for presentations at high-level international forums of the MT government at COPs and other international events.

Extensive knowledge and practical experience in REDD+ systems, ICAO/CORSIA, PES mechanisms, UNFCCC international negotiations, especially Article 6, protected areas, sustainable commodity production and related topics.

Recognized experience and effectiveness in coordinating the governance of multisectoral forums, such as Rio Food Vision, Brazil's largest initiative at the time for sustainable food supply at the Rio 2016 Olympics. Coordinator of the PCI Corporate Action Group for mobilization and engagement of large companies size in the PCI strategy. Implementation of the regionalization of the PCI strategy in the West of Mato Grosso, structuring governance at a regional and local level, in line with state governance, in addition to raising more than US$5 million in 2022/23 to execute actions in the MT scenario. Participation in the PCI Investment and Monitoring Committees.

Ricardo Woldmar

Environmental Economist

Ricardo Woldmar graduated in Administration from FAAP (SP) in 2008, with a Master's degree in Economics of Natural Resources and the Environment from the University of Birmingham (UK) in 2011 and a postgraduate degree in Tropical Forest Restoration from Yale University (USA) in 2021 .

Woldmar worked as a researcher at the Amazon Environmental Research Institute (IPAM) between 2013 and 2017 where he was responsible for developing the Unlocking Forests Finance (UFF) project. In 2018 he went to London (UK) where he worked at CDP developing the forest questionnaire, which is the largest corporate environmental reporting platform in the world. In 2020, he joined the Palladium team in São Paulo to help develop a business plan to meet Fundo Vale's forest restoration goals. In 2021 he became a consultant for the United Nations, being responsible for the socio-environmental analysis of several financing projects for governments in Africa, Asia and the Caribbean.

In 2021 he took on the role of Project Manager at PCI, in Mato Grosso, being responsible for hiring and supervising outsourced consultancies, engagement, institutional representation, M&A and financial planning of PCI's strategic and operational actions.

Roberta Colombo

Accounting Scientific

Roberta Gisele Colombo has a degree in Accounting Sciences from UNIC – University of Cuiabá (2002 – 2005) and a Lato Sensu postgraduate degree in Public Management with an Emphasis on Strategic Project Development from the Faculty of Sciences, Education and Technology Darwin in the area of ​​knowledge in Education (2006 – 2007).

Roberta was part of the State Secretariat for Infrastructure of Mato Grosso, from 2003 to 2011, mainly in the administrative area.
He worked at the Secretariat of Cities – SECID, where he held the position of Higher Level Administrative Analyst from 2016 to 2018.

In December 2020, he assumed the position of Administrative Manager of the Produce, Conserve, Include Strategy, which is responsible for monitoring the new phase of the implementation of the PCI Institute.
