- To donors and grantees, it provides transparency, reliability, resource optimization, effectiveness, scalability, new funding possibilities, as well as efficiency minimization of operational costs.
- To the government, it enables the use of a tool without the traditional limitations of budgetary rules or personnel hiring, with more responsive resource execution and flexibility in action. It also ensures compliance and robustness in resource allocation.
- To beneficiaries, it allows the consolidation of a long-term (sustainable) policy through a governance instrument that promotes public participation independently of political cycles, ensuring the continuity of the Strategy.

The Produce, Conserve, Include Institute, also known by its acronym PCI, founded on March 15, 2019, is a private, not for profit association.
During the second half of 2018, institutions from each category represented in the State Committee of the PCI Strategy were invited to participate in the foundation of this Association. The following institutions applied to establish the Institute and became its founding members, as presented here.
UNEM - NATIONAL UNION OF CORN ETHANOL is a private, not for profit association with national scope. Its objective is to promote the monitoring and defense of the interests of the Brazilian corn ethanol industry and other cereals. It is headquartered in Cuiabá-MT, a pioneering state in the industrialization of corn for ethanol production and co-products. UNEM has three classes of members:
- Industrial Associates: these are ethanol-producing companies that use corn or other cereals as their main or secondary raw material, and produce derivatives and co-products.
- Institutional Associates: these are class entities representing other links in the production chain of corn ethanol and other cereals, as well as their derivatives and co-products.
- Partner Associates: these are companies producing goods, technologies, and services aimed at the development of the production chain of corn ethanol and other cereals, as well as their derivatives and co-products.

Amaggi is an integrated, synergistic, and sustainable company involved in all stages of the grains and fibers production chain. With over 40 years of existence, it began operations in 1977 with Sementes Maggi in São Miguel do Iguaçu (PR), Brazil. However, its main growth and expansion occurred in Mato Grosso, leading to business operations across Brazil and worldwide. Today, Amaggi operates in seven countries: Brazil, Argentina, Paraguay, Switzerland, the Netherlands, Norway, and China. Its headquarters are located in Cuiabá (MT), Brazil.
Marfrig is one of the leading companies in beef production and the largest hamburger producer globally, with a net revenue of R$67.5 billion in 2020. It has a daily slaughtering capacity of over 31,800 cattle across its facilities in South America and North America, as well as a production capacity of 232,000 tons of hamburgers per year. The company employs more than 30,000 people in 32 production units and processes and markets fresh beef, processed products, ready-to-eat beef dishes, complementary products, and leather for domestic and international markets. Marfrig is recognized for the quality of its products and its commitment to sustainability, maintaining pioneering projects for environmental preservation and natural resource conservation.
The Earth Innovation Institute is a non-economic or profit-making civil association, based in Cuiabá, State of Mato Grosso, whose social purpose is:
- The defense, preservation, and conservation of the environment.
- The promotion of sustainable economic and social development.
- The promotion of studies and research, production and dissemination of information and technical and scientific knowledge to civil society and the government related to the ecological and social impacts of economic development.
Combines art, design, and deep ecology to create pieces, tell stories, transform people and organizations, and preserve the Brazilian Amazon.
EcoArts Amazônia is a non-governmental and non-profit organization, recognized since 2008 as a Civil Society Organization of Public Interest (OSCIP).
It is located within a productive cattle ranch in northern Mato Grosso (Legal Amazon), which preserves 83% of its native forest. In the legal reserve and Permanent Preservation Areas (APP), it develops a model for the viability of standing forest.
The founders of this entity are part of the third generation in the region, led for the first time by women who are creating a socio-cultural and environmental business model.
Their creations reclaim aesthetic and cultural territories of the Brazilian Amazon, honoring its culture, peoples, seeds, biodiversity, and ancestry.
Their pieces and collaborative projects with leading brands are recognized nationally and internationally. EcoArts' profits are reinvested in planting native Amazonian species through the "Food Forest" project. In partnership with Embrapa, UFMT, local municipalities, leading companies, and representative entities, they conduct forest restoration in cities, rural areas, and indigenous villages in the region.
Awards 2019/2020: EPDA (European Product Design Award), Good Design, Red Dot Award, German Design Award, IAII - Iconic Award Innovative Interior.
Founded in Mato Grosso on April 14, 1991, ICV is a non-profit, non-partisan Civil Society Organization of Public Interest (OSCIP), recognized as a public utility organization under state law No. 6.752/96.
Our actions impact international, national, and state levels on issues of transparency, environmental governance, and public policies, as well as at the municipal level through practical experiences.
We aim to disseminate these innovations widely to have a broader influence on other stakeholders beyond the territories where we operate. We accomplish this through studies, analyses, and field experiences, always seeking the active participation of stakeholders in this process.
To achieve this, we build partnerships with various sectors we engage with, including governments, organizations, networks, collectives, businesses, and media outlets.

The General Advisory Council is an advisory unit that must serve as an instrument of technical and strategic advice for the Board of Directors, without, however, having any social responsibility in relation to the association.
The members of the General Advisory Council will be nominated by the members and chosen by the board of Directors, among people with interest and knowledge in the PCI's areas of activity, with specific skills and capable of contributing to the PCI operating properly, and who represent public and private, national and international bodies, powers or entities that have activities related to the purposes of the PCI.
With the creation of the PCI Institute, CEEPCI members were invited to be part of the PCI Institute's Advisory Board.

The Monitoring Committee must monitor progress towards the vision established by the PCI goals for Mato Grosso in 2030, supporting the improvement or redirection of actions and ensuring the credibility and transparency of the strategy.
The Investment Committee is the body responsible for analyzing the financial viability of PCI programs, projects and activities in light of the financial resources raised, their application rules and the guidelines published and defined by the PCI board of directors.
Richard Smith
Executive Director of the PCI Institute
Richard has a degree in sanitary and environmental engineering with a master's degree in environmental engineering and solid experience in project management with the themes of agronomy, sustainable agricultural production, climate change, international relations, forest restoration, family farming, indigenous agendas, among other topics.
He has more than 15 years of experience in fundraising and project and team management as a senior analyst, international consultant (Environmental Defense Fund), regional coordinator in Mato Grosso (IPAM) and Executive Director (Instituto PCI). Proven experience in action planning, implementation of financial mechanisms for forest protection (CONSERV/IPAM), management and accountability to international donors (NORAD, Consumer Goods Forum, Soft Commodities Forum, Land Innovation Fund, among others).
Responsible for presentations at high-level international forums of the MT government at COPs and other international events.
Extensive knowledge and practical experience in REDD+ systems, ICAO/CORSIA, PES mechanisms, UNFCCC international negotiations, especially Article 6, protected areas, sustainable commodity production and related topics.
Recognized experience and effectiveness in coordinating the governance of multisectoral forums, such as Rio Food Vision, Brazil's largest initiative at the time for sustainable food supply at the Rio 2016 Olympics. Coordinator of the PCI Corporate Action Group for mobilization and engagement of large companies size in the PCI strategy. Implementation of the regionalization of the PCI strategy in the West of Mato Grosso, structuring governance at a regional and local level, in line with state governance, in addition to raising more than US$5 million in 2022/23 to execute actions in the MT scenario. Participation in the PCI Investment and Monitoring Committees.
Ricardo Woldmar
Environmental Economist
Ricardo Woldmar graduated in Administration from FAAP (SP) in 2008, with a Master's degree in Economics of Natural Resources and the Environment from the University of Birmingham (UK) in 2011 and a postgraduate degree in Tropical Forest Restoration from Yale University (USA) in 2021 .
Woldmar worked as a researcher at the Amazon Environmental Research Institute (IPAM) between 2013 and 2017 where he was responsible for developing the Unlocking Forests Finance (UFF) project. In 2018 he went to London (UK) where he worked at CDP developing the forest questionnaire, which is the largest corporate environmental reporting platform in the world. In 2020, he joined the Palladium team in São Paulo to help develop a business plan to meet Fundo Vale's forest restoration goals. In 2021 he became a consultant for the United Nations, being responsible for the socio-environmental analysis of several financing projects for governments in Africa, Asia and the Caribbean.
In 2021 he took on the role of Project Manager at PCI, in Mato Grosso, being responsible for hiring and supervising outsourced consultancies, engagement, institutional representation, M&A and financial planning of PCI's strategic and operational actions.
Roberta Colombo

Roberta Gisele Colombo has a degree in Accounting Sciences from UNIC – University of Cuiabá (2002 – 2005) and a Lato Sensu postgraduate degree in Public Management with an Emphasis on Strategic Project Development from the Faculty of Sciences, Education and Technology Darwin in the area of knowledge in Education (2006 – 2007).
Roberta was part of the State Secretariat for Infrastructure of Mato Grosso, from 2003 to 2011, mainly in the administrative area.
He worked at the Secretariat of Cities – SECID, where he held the position of Higher Level Administrative Analyst from 2016 to 2018.
In December 2020, he assumed the position of Administrative Manager of the Produce, Conserve, Include Strategy, which is responsible for monitoring the new phase of the implementation of the PCI Institute.
